Random number generators can predict the future?

If you have a unit generating lets say random numbers between 0-9, and you know that the numbers are equally ordered over time. That their after having the maching run for some time always is a 1 to 10 correlation between the numbers. The likelihood of getting a number is 10%. If you for a period only recieve let's say the numbers 0-8, and no 9:s... what do we know now? Yes - you suddenly know something about the future - that there will be more 9:s than other numbers in the upcoming time. What just happened there? Yes - we got a glimpse of the future.
